MODERN TRENDS IN THE FORMATION OF A DIGITAL PLATFORM FOR THE AGRICULTURAL INDUSTRY OF THE CASPIAN REGION IN THE CONTEXT OF ECONOMIC SECURITY
Abstract
The article explores current trends in the formation and impact of digitalization on the agricultural industry in the context of economic security. Scenarios for the development of the Digital Agriculture program based on the introduction of innovative technologies have been studied. An analysis of the state of agriculture in the Caspian region in dynamics has been carried out. The impact of digitalization on each individual subsystem of agricultural enterprises is considered in detail, taking into account the synergistic effect.

1. The Author (Co-authors), ( from the moment this Agreement enters into force), grants the Publisher, free of charge, for an unlimited period, exclusive rights to use the scientific work created by the Author (Co-authors) with the name “________________________”, hereinafter - the Article approved and accepted for publication within provided for in this Agreement, without the Author (Co-authors) retaining the right to transfer similar rights to other persons (exclusive license). From the moment of signing the Agreement, the Publisher has the exclusive right to the Article, is the copyright holder, and has the right to use the Article at his own discretion in any way that does not contradict the law. The Publisher may dispose of the exclusive rights to the Article. The Publisher may, in its sole discretion, allow or prohibit others from using the Article. The absence of a prohibition does not count as consent (permission).
2. In accordance with paragraph 2 of Art. 1270 of the Civil Code of the Russian Federation and this Agreement, the use of Article means:
2.1. The replication of the Article or its separate part, that is, the production or recording of one or more copies of the work or its part in any material form, including in the form of sound or video recording, including on paper and electronic media, in computer memory, in magazines , the Internet and / or databases in any material or electronic form, at the discretion of the Publisher;
2.2. The distribution of the Article or its separate part as a part of the Journal, the Publisher's databases, the Internet, material and electronic media, at the discretion of the Publisher, or as an independent work around the world by selling or otherwise alienating the original of the Article or its copies;
2.3. Bringing the Article to the public in such a way that any person can get access to the Article from anywhere and at any time of his own choice (bringing to the public, including via the Internet);
2.4. Issuance of permissions for the use of the Article and its individual materials and rights to the Article (sublicense), obtained under this Agreement, to third parties, without notifying the Authors about this.
2.5. Translation or other processing of the Article, making changes, abbreviations and additions to the Article, supplying the Article when using illustrations and explanations, if necessary (correction of errors, clarification or addition of factual information, etc.), provided that it does not distort the author’s intention and the integrity of the perception of the work is not violated;
2.6. Processing the form of submitting the Article for its use in interaction with computer programs and systems (databases), the Internet, publication and distribution in a machine-readable format and implementation in search systems (databases), as well as through the Internet.
3. The Author (Co-authors) guarantees that:
3.1. He (they) informed the other Co-authors about the terms of this Agreement and received (and) the consent of all Co-authors to conclude this Agreement on the conditions provided for by the Agreement.
3.2. The article is an original work submitted for consideration only to this Journal, and that the Author (Co-authors) did not publish (s) the Article earlier in the amount of more than 50% in other printed and / or electronic publications, except for the publication of the preprint (manuscript) of the Article.
3.3. The article is not plagiarized.
3.4. When creating an Article or in connection with the conclusion of this Agreement by the Author (Co-authors), the Author (Co-authors) will not allow infringement of the exclusive copyright and other intellectual property rights of the third parties.
3.5. The article contains all links to the cited authors and / or publications (materials) provided for by the current copyright law, that the Author (Co-authors) has received all the necessary permissions for the results, facts and other borrowed materials used in the Article, the copyright holder of which is not the Author (Co-authors);
3.6. The article does not contain materials that are not subject to publication in the open press, in accordance with the current legislative acts of the Russian Federation and its publication and distribution will not lead to the disclosure of secret (confidential) information (including state, commercial, or other secrets specially protected by law);
3.7. The article does not contain public calls for the implementation of terrorist activities, or publicly justifying terrorism, other extremist materials, as well as materials promoting pornography, the cult of violence and cruelty, offensive, degrading the honor and dignity of both an individual and a group of persons on various grounds, inciting national or religious enmity and materials containing obscene language;
3.8. The article does not contain hidden inserts and other techniques and methods of disseminating information that affect the subconscious of people and (or) have a harmful effect on their health, as well as the dissemination of information about a public association or other organization included in the published list of public and religious associations and other organizations in respect of which the court has taken a final decision on the liquidation or prohibition of activities on the grounds provided for by Federal Law № 114-FZ of July 25, 2002 “On Countering Extremist Activities” (hereinafter - the Federal Law “On Countering Extremist Activities”), without indicating that the relevant public association or other organization has been liquidated or their activities are prohibited;
3.9. The article does not contain propaganda of various beliefs and political ideologies;
3.10. The article does not contain information about the ways, methods of working out, manufacture and use, places of purchase of narcotic drugs, psychotropic substances and their precursors, propaganda of any advantages of using certain narcotic drugs, psychotropic substances, their analogues and precursors, as well as dissemination of other information, distribution of which is prohibited by federal laws; the article does not contain information containing instructions on the homemade manufacture of explosives and explosive devices;
3.11. The article does not contain information about a minor who has suffered as a result of illegal actions (inaction), including surnames, first names, patronymics, photo and video images of such a minor, his parents and other legal representatives, the date of birth of such a minor, audio recording of his voice, his place of residence or place of temporary stay, place of his study or work, other information that allows to establish the identity of such a minor directly or indirectly.
4. Rights and obligations of the Author (Co-authors)
4.1. The author undertakes:
4.1.1. To submit the manuscript of the Article in accordance with the Rules for Authors published on the website of the Online publication.
4.1.2. In the process of preparing the Article for publication:
- to make corrections to the text of the Article, indicated by the reviewers and accepted by the Editor-in-Chief, and / or, if necessary, at the request of the Publisher to modify the Article;
- read the proof (s) of the Article within the time frame provided for by the schedule of the Internet edition;
- to make in the proof of the Article only that minimum of corrections, which is associated with the need to correct the mistakes made in the original of the Article and / or to introduce factual and opportunistic changes.
4.1.3. Not to publish the Article in the amount of more than 50% in other print and / or electronic publications in Russian without the consent of the Publisher;
4.1.4. Not to use for commercial, non-commercial purposes and in other publications without the written consent of the Publisher, a copy of the Article prepared by the Publisher, if it is transferred to the Author;
4.1.5. If a preprint of the Article is published, the Author is obliged to include the following warning in the preprint: “This is a preprint of the Article (The title of the Article, the author (s)) accepted for publication in the journal (“Caspium Securitatis: Caspian Security Journal”) (http://caspiumsecuritatis.ru ), (number, year), FSBEI HE “Astrakhan State University” and provide an electronic link to the Publisher's sites with the URL http://caspiumsecuritatis.ru
4.1.6. The Author (Co-authors) also grants (are) the Publisher the right to store and process their personal data.
4.2. The author (Co-authors) has the right:
4.2.1. To use a printed or electronic preprint of the unpublished manuscript of the Article in the form and content accepted by the Publisher for publication in the Internet edition. Such preprints may be posted as electronic files on the website of the Author (s) or on a secure external website of the employer of the Author (s) of the Article, but not for commercial sale or systematic external distribution by a third party.
4.2.2. To photocopy or share with colleagues a copy of the printed Article in whole or in part for their personal or professional use, for the advancement of academic or scientific research, or for employer information purposes.
4.2.3. The right to use materials from the published Article in the book written by the Author (Co-authors).
4.2.4. The right to use individual figures or tables and excerpts of text from the Article for their own educational purposes or for their inclusion in another work, or for submission in electronic format on the internal (secure) computer network or on the external website of the Author (Co-authors) or his employer.
4.2.5. The right to include the materials of the Article in educational collections for use in the classroom, for free distribution of materials to students of the Author (Co-authors), or save materials in electronic format on a local server for access by students as part of the course, as well as for internal training programs at the employer's institution.
5. The rights and obligations of the Publisher
5.1. The publisher undertakes:
5.1.1. To provide reviewing of the Article, scientific editing, reproduction in electronic form of the Internet edition number with the Author's article and its distribution in accordance with the terms of this Agreement at its own expense
5.2. The publisher has the right:
5.2.1. To require to indicate a link to the Internet edition, Publisher or other copyright holder Of the Internet edition, the Author (Co-authors) or other copyright holders, the title of the Article, the issue number of the Internet edition and the year of publication indicated in the Internet edition, in case of any subsequent permitted use by the Author (Co-authors) (and / or other persons) of the Internet edition and / or Article (including any of its separate parts, fragments)
5.2.2. To post in the media and other information sources preliminary and / or advertising information about the forthcoming publication of the Article.
5.2.3. To establish and change the rules (conditions) for the acceptance and publication of materials for the Internet edition. The Chief Editor of the Internet edition has the exclusive right to select and / or reject materials sent to the Chief Editor of the Internet edition for the purpose of their publication. The manuscript (material medium) sent by the Author (Co-authors) to the editorial office of the Internet edition is not subject to return. The editors of the Internet edition do not enter into correspondence on the rejection of the Article as the Editor-in-Chief of the Internet edition.
6. Responsibility of the parties.
6.1. The responsibility for the content of the Article and compliance with the restrictions established by the law on the mass media and other legislative acts of the Russian Federation rests with the Author (Co-authors). The author (Co-authors) is responsible for each case of using information in the article for the purpose of committing criminal offenses, for disclosing information constituting a state, commercial, or other secret specially protected by law, for distributing materials containing public calls for terrorist activities, or publicly justifying terrorism, other extremist materials, offensive, degrading the honor and dignity of both an individual and a group of persons on various grounds, inciting ethnic or religious hatred, as well as materials promoting pornography, the cult of violence and cruelty, and materials containing obscene language.
6.2. The author (Co-authors) is responsible for the illegal use of hidden inserts and other techniques and methods of disseminating information in the Article that affect the subconscious of people and (or) have a harmful effect on their health, as well as the dissemination of information about a public association or other organization included in the published list of public and religious associations, other organizations, in respect of which the court has taken a final decision on the liquidation or prohibition of activities on the grounds provided for by the Federal Law of the Year “On Countering Extremist Activity” without indicating that the relevant public association or other organization liquidated or their activities prohibited;
6.3. The author (s) is responsible for promoting various beliefs and political ideologies in the Article;
6.4. The author (Co-authors) is responsible for ensuring the confidentiality of information when using in the Article information and their sources provided on the condition of keeping them secret, as well as compliance with other requirements of the legislation on ensuring the confidentiality of information.
6.5. The Author (Co-authors) is responsible for violation of the exclusive copyright and other intellectual property rights of third parties when creating the Article, or in connection with the conclusion by the Author (Co-authors) of this Agreement.
6.6. The Author (Co-authors) is responsible for claims and claims (including for damages and compensation for moral damage, compensation for copyright infringement) related to the creation of the Articles and materials used in the creation of the Articles.
7. Other terms of the Agreement
7.1. This Agreement shall enter into force in the event and from the moment the decision is made to accept the Article for publication and is valid for the period specified in clause 1 of this Agreement. If the Article is not accepted for publication or the Author (Co-authors) withdrew (s) the manuscript addressing the Editors in written form, at the stage of making a decision, this Agreement shall not enter into force (become invalid).
7.2. In accordance with Art. 1269 of the Civil Code of the Russian Federation the Author (Co-authors) has the right to refuse in writing from the earlier decision on the publication (reproduction) of the Article (the right of withdrawal), provided that the Publisher is reimbursed for losses caused by such a decision. If the Article is published, the Author (Co-authors) is also obliged to notify about its revocation publicly.
7.3. In the event of a claim against the Publisher related to the violation of exclusive copyright and other intellectual property rights of third parties when creating the Article, or in connection with the conclusion of this Agreement by the Author (Co-authors), the Author undertakes:
7.3.1. Take measures to resolve disputes with third parties immediately, after receiving notification from the Publisher, if necessary, enter into legal proceedings on the side of the Publisher and take all actions in his control to exclude the Publisher from the list of respondents;
7.3.2. Reimburse the Publisher for legal costs, expenses and losses caused by the application of measures to secure a claim and enforcement of a court decision, and amounts paid to a third party for violation of exclusive copyright and other intellectual property rights, as well as other losses incurred by the Publisher in connection with non-compliance by the Author (Co-authors) guarantees provided by them under this Agreement.
7.4. The parties agreed that in accordance with Art. 160 of the Civil Code of the Russian Federation, admit and recognize the reproduction of the text of this Agreement and the signatures of the Parties on this Agreement and other documents related to its conclusion, using the means of mechanical, electronic or other copying of the handwritten signature and the text of the Agreement, which will have the same force as genuine signature of the Party or original document. Facsimile (electronic) copies of documents are valid and have equal legal force along with the original ones.
7.5. In accordance with Art. 428 of the Civil Code of the Russian Federation, this Agreement is an agreement of adherence (offer), the terms of which are determined by the Publisher, and may be signed by the other party only by acceding to this Agreement as a whole. The submission by the Author (Co-authors) of the manuscript, or the electronic version of the Article for publication in the Journal, is considered an acceptance, i.e. the consent of the Authors (Co-Authors) to publish the Article in accordance with the terms of this Agreement.
7.6. The publisher has the right to terminate the contract unilaterally without giving reasons and written notice.
